In bygone days, the small fishing port of Biarritz was mainly populated by whalers. This changed abruptly when the French emperor Napoléon III and his wife Eugénie made it their favourite resort in the second half of the 19th century. Napoléon III built Eugénie a wondrous palace, which led to Biarritz becoming a seaside resort. Other European royals and wealthy families, especially from Russia, rivalled in the building of sumptuous villas on the Basque coast.
